Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating an
additional $127,100 into the Department of Parks & Recreation Aquatics Division's West
Hawaii Lifeguard Service OCE account. The State of Hawaii Department of Land and
Natural Resources is providing the additional funds to cover the increased cost of liability
insurance covering Water Safety Officers. Although $120,000 was budgeted for
insurance, the bid received for this policy totaled $247,091.91.
In order to expedite the payment for the insurance policy, the Department of Parks &
Recreation would like to request a waiver from the Finance committee and have this bill
heard at the Council meeting scheduled for October 23, 2002.

To increase revenue account:
3304.73 W HI PARKS LIFEGUARDS by $127,100 to total $690,158
To increase appropriation account:
010-500-5513.22-339 W HI LIFEGUARD SERV - Insurance by $127,100 to total $247,100
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Council action is needed to amend the Operating Budget of the West Hawai'i Lifeguard Service. The County
of Hawai'i will be receiving an additional $127,100 from the State of Hawai'i Department of Land and Natural
Resources. This funding is needed to cover the increased cost of liability insurance covering Water Safety
Officers. $120,000 was budgeted for insurance. The bid received for the insurance policy totaled
$247,091.91.
In order to expedite the payment for the policy, we are requesting that this be waived from Finance
Committee and placed on the Council Meeting Agenda for October 23rd.

RE: Bill No. 270 Regarding a bill for an ordinance amending:the OpgX,Ating

Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
