Your Committee on Finance, to which was reterred Resolution No. ?-4~'-0?. reports as follows:
Resolution No. 242-02, transmitted by [~inance Director William ~l~akaba. yia
Communication No. 741. dated September 10, 2002. changes the time clement ol~thc (ollo~~ing
positions: one Water Saicty Officer 11 3!1 OT, tti~o Water Safety Ufticcr I[ ?/5T and one Watel'
Safety Officer fI 9!ZOT to hal1~-time. and changing the time clement and po,ition status of three
Water Safety Officer 1 ('temporary) to half=time and permanent status..
In order to meet the staffing operations at the Count's 1~4~est Ha~'`ai~i beaches and to he in
compliance with labor laws. The Department of Parks and Recreation desires to rhan~~c the three
temporary positions to regular positions and to decrease to half=time clement su that positions
can he year round and increase the lull-time equivalency of the rcgula?' positions to half-time
Some members of Your Committee questioned which labor law ~~~as being yiolatcd.
Patricia En~~ard, Director ofParks and Recreation. czplaincd that il~~?n employee ~~orks for
over 20 hours a week for tour consccutiye weeks, the employee is entitled to hcneiits. She also
explained that to administer benefits to each employee ~~~ith the current status ~~ould be difficult.
because the employee would not be entitled to benefits if vacation is taken or oycr 20 hours a
week is not logged.
During its discussion, Your Committee Yarned that the additional cost to the County for these
positions would be $14.322 for the remainder of the fiscal year and approsimatcly 50'%, of the
salary goes to fringe benefits.
Your Committee on Finance is in accord ~yith the purpose and intent o~~lZesolution No. ?-IZ-UZ
and recommends its adoption.
