Your Committee on Finance, to which was referred Bill No. 259, reports as follows:
Bill No. 259, transmitted by Director of Finance William Takaba, via Communication No. 742,
dated September 1 1, 2002, amends Ordinance No. 02-77, as amended, the Capital Budget,
ending ,Lune 30, 2003, by adding the following project:
PUBLIC WORKS:
Hilo Traffic Circulation & Improvement 1 10-399-5391.91 $100,000
Study -Federal
Funds for these projects shall be provided from federal ~~rants receivable.
Funds will be used to conduct a traffic study of Kinoole Street and Kilauea Avenue from
Ponahawai Street to Puainako Street and investigate alternatives to improve traffic circulation.
During its discussion, Your Committee learned that this is a new type of federal program where
the county matches a portion of the federal funds with in-kind services.
Some members of Your Committee expressed concerns over the prioritization of traffic studies
by Public Works.
For information purposes. Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 259 and
recommends it pass first reading.
