Re: Resolution Creating Position
Enclosed is a resolution creating a Signs and Marking Supervisor I position for the
Department of Public Works' Traffic Division. This position is necessary due to the
current backlog in work, the increase and ongoing acceptance of road dedications,
and the West Hawai'i operations being initiated. This position will assist in the
overall operations of the Traffic Signs and Markings Section and will manage the
new West Hawai'i operations.

A. REQUEST:
To establish a new Signs and Markings Supervisor I position to assist the current Supervisor II in the overall
operations of the Traffic Signs and Markings Section, and to manage the new West Hawaii operations.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Traffic Division will commence with their West Hawai'i signs and markings operations as soon as
personnel and equipment become available. The new position will be responsible for the supervision of two
positions and the administration requirements of the West Hawai'i operations. The Supervisor I will also
assist the existing Supervisor 11 in the County-wide signs and markings maintenance operations. The Signs
and Markings Supervisor I position is necessary due to the current backlog in work, the increase and
ongoing acceptance of road dedications, and the West Hawai'i operations being initiated.

authorized programs, basis for increased workloads, etc.):
Traffic Division to commence West Hawai'i signs and markings operations as
soon as personnel and equipment become available.
Two positions, (WS-07, Lead Traffic Signs and Markings Installer) and (BC-07,
Traffic Signs and Markings Installer) are approved.
Basic workload increased over the past 10 years by the acceptance of
dedicated roads and the increase of maintenance responsibilities of existing
older roads within Hawai'i County.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
No. Short term contract is not feasible because our West Hawai'i operations will
be permanent.
Existing position cannot be assigned to new duties because of current work load.
We are presently at an excessive amount of backlog work and we need to
catch-up and keep-up with this maintenance responsibility.

3. How will new position increase the efficiency/effectiveness of operations? (Use

New F 1-09 position will be responsible for the supervision and administrative
requirements of the West Hawai'i operations and assist existing Supervisor II in the
overall signs and markings maintenance operations.
4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)
Alternatives such as assigning existing personnel to oversee our West Hawai'i
operations were considered but was dropped because doing so will
substantially increase the current work load and responsibilities on our personnel.
5. Why were manpower needs not planned through budgetary process?
Manpower needs are being planned now, with budgetary needs being
requested for FY 2003-2004.
6. List other rationale or pertinent statements and data:
Due to the current backlog in work and the West Hawai'i operations being
initiated, along with more dedicated roads coming on-line, we require
additional personnel to keep-up with the maintenance responsibilities.

Assists the Traffic Signs & Markings Supervisor II in all activities involved in the fabrication, installation and maintenance of Show

f. Supervise and participate in the investigation and follow-up of public complaints.
g. Coordinate signs and markings work with other sections and agencies.
h. Respond to emergencies and cooperate with Police, Civil Defense and other agencies to ensure highway safety.
i. Review work operations and make improvements as needed.
j. Responsible for the actions of employees and take disciplinary action, as needed.
k. Review and evaluate the performance of subordinate signs and markings personnel.

m. Keep, update and maintain records of all activities related to signs and markings work
