RESOLU'T'ION NO. :5 0;?,
RESOLUTION AUTHORIZING THE EXTENSION OF THE PUBLIC SEWER
TO QUEEN LILI'UOKALANI SUBDIVISION, DISTRICT OF NORTH KONA,
COUNTY AND STATE OF HAWAI'I
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
WHEREAS, sewer extensions are beneficial to the community by
eliminating existing cesspools and reducing the amount of pollutants reaching the
groundwater and the coastal waters, resulting in a cleaner, healthier environment;
and
WHEREAS, sewer extensions are beneficial to the Department of
Environmental Management by allowing more cost-effective operation of our
existing facilities through reduction of the unit cost of treatment; and
WHEREAS, the Queen Lili'uokalani Subdivision is currently sewered by
large -capacity cesspools which are owned and maintained by the County of
Hawaii; and
WHEREAS, the Environmental Protection Agency has mandated that all
large -capacity cesspools shall be upgraded or closed by April 5, 2005; and
WHEREAS, extension of the public sewer to Queen Lili'uokalani
Subdivision would increase accessibility to the sewer along the extension; and
WHEREAS, Attachment "A" shows a map generally identifying the
proposed limits of the public sewer extension; and
WHEREAS, construction funding in the amount of $3,000,000 for the
extension is expected to be funded through the State Revolving Fund; and
WHEREAS, Section 21-26, Hawaii County Code, requires that the council
approve all sewer extensions.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAI'I that the sewer extension for the Queen Lili'uokalani
Subdivision in North Kona is hereby approved.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawai'i
transmits copies of this resolution to the Departments of Finance, Public Works
and Environmental Management.
