Re: Operating Budget
The Planning Department has received a Federal Emergency Management Agency
(FEMA) grant to develop a flood hazard mitigation plan for the County. This plan will be
focusing on structures that have received repetitive flood losses and will be a part of the
overall Hazard Mitigation Plan for Hawaii County.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the Federal
Emergency Management Agency.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
this $35,400 grant for the Flood Hazard Mitigation Planning project.

A. REQUEST:
The Planning Department has received a federal FEMA Flood Hazard Mitigation Planning Grant to develop a
flood hazard mitigation plan for the County focusing on structures that have received repetitive flood losses.
This plan will be a part of the overall Hazard Mitigation Plan currently being developed. The grant amount is
$35,400, with $11,800 County matching (50% in-kind, 50% cash). The Planning Department's budget
includes the cash match requirement. The request is to set up a revenue account to accommodate this
grant and appropriate this amount as detailed below:
1. Consultant Services ($35,400): To enter into consultant services contracts to develop the flood
component of the Hazard Mitigation Plan.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Rather than continually paying out claims to repair or rebuild structures that have incurred repetitive flood
losses, special measures may be called for to retrofit or possibly eliminate these structures. The purpose of
this grant is to develop recommendations for these repetitive loss structures and identify land use and
building code measures to avoid building in these areas or to build in accordance with strict floodproofing
standards. The planning efforts under this grant will be closely coordinated with the Civil Defense's Hazard
Mitigation Plan.

The FY 2002 Flood Mitigation Assistance Grant, EMF-2002-GR-0224 to the County of
Hawaii Planning Department is as follows:
1. Authority is given to FEMA by National Flood Insurance Reform Act of 1994,
Title V, Sections 553 and 554, Public Law 103-325. 42 U.S.C. 515a. FEMA has
reviewed and approved the application submitted by County of Hawaii, Planning
Department, dated 6/13/02. The funding is a 75% Federal Share, 25% State
Match. This grant is to assist States and communities in implementing measures
to reduce or eliminate the long-term risk of flood damage to buildings,
manufactured homes, and other structures insurable under the National Flood
Insurance Program.
2. "The funds awarded by this FEMA 76-10a are available for obligation by the
recipient only during the period July 1, 2002 through June 30,2004. The recipient
is not authorized to incur new obligations after the expiration date shown unless a
new expiration date is established by FEMA in a letter signed by the FEMA
Assistance Officer or through issuance of a new FEMA 76-10a."
3. Grantees are required to submit quarterly financial and performance reports. The
grantee will also report the progress of each sub-grant award in their quarterly
reports, per 44CFR Part 13.40 and 41. Reports are due 30 days after the end of
each quarter. Report dates are January 30, April 30, July 31, and October 30.
Final financial and performance reports are due 90 days after the expiration or
termination of grant support, per 44CFR Part 13.50. Reports are to be submitted
to the FEMA Regional Director.
