1909F~~R~AS, the Federal emergency Management Agency, through the State of 0-~awai`i,
Department of Defense, Civil Defense Division has authorized funding for the Hawaii County
Department of Planning's Pre-disaster Mitigation -GIS Spatial Growth Model Project; and
tl1iI~EI~~e4S, this grant will be used to develop a GIS spatial growth model to analyze
vulnerability to the various hazard risks; and
111/I~~I~~AS, the spatial growth model provides a tool to simulate and visualize growth
scenarios and the consequent exposure to various hazard areas and is a key component to develop
the Hazard Mitigation Plan for the County; and
919I~E~R~AS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain
the consent of the council to enter into agreements with the federal or state governments respecting
action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any
funds or other assistance in connection with projects being or to be undertaken pursuant to those
powers.

that the ®ffice of the Mayor is authorized to enter into an Agreement with the State of Hawaii,
Department of Defense.
B~ IT ~'U~TI~~~ Rr~SO~V~D that the Mayor of the County of Hawaii is authorized to sign the
above referenced agreement and any related documents on behalf of the Office of the Mayor and the
County of Hawaii pursuant to the Hawaii County Charter.
IT PUIf~TI~~I~ R~S~~VD that fihe County Clerk of the County of Hawaii shall transmit
copies of this resolution to the Office of the Mayor, the finance and Planning Departments, and the
State of Hawaii, Department of Defense.
