Re: Resolution No. 86-99, Authorizing the Acceptance of a Monetary
Contribution of Five Hundred Dollars ($500.00) from the Hilo Downtown
Improvement Association.
I hereby submit the withdrawal of Resolution No. 86-99, transmitted by Communication
No. 298, which was referred to the Finance Committee on May 14, 1999.
On June 7, 1000, the Council deferred the resolution pending a survey by Ms. Leithead-
Todd of downtown merchants to see how the moratorium affected their businesses. The
survey was completed and an Ordinance was passed [Ord. 00-89] to eliminate parking
meter zones and change to time limit parking zones, to be noticed by posted signs.
Attached please find a copy of letter dated October 25, 2002 that was dropped off at the
office, stating their agreement to withdraw the said resolution.

Re: County Council Resolution Number 86-99

Diana Van De Car Thank you for your recent letter concerning County Council Resolution Number 86-
99, which proposes to authorize an acceptance of a $500 monetary contribution from
the Hilo Downtown Improvement Association (HDIA) towards the removal of
parking meters in the downtown area.
Please withdraw the resolution from the Finance Committee. As an update, in a
very recent meeting with Mayor Kim, we discussed our parking meter removal
objectives. The Mayor wished to appoint someone from the Administration to begin
working with us immediately to determine how we can meet our parking
meter objectives along with conducting an overall downtown traffic flow and
parking inventory review. We hope to reach mutual agreement soon as to how to
proceed on the meters, including increased parking capacity.
