Your Committee on Public Works and Intergovernmental Relations. to which was referred C ommunication
No. 745, reports as follows:
Communication No. 745 is from Le Roy Andrews, Principal of St..loseph High School, requesting a sign
variance from Hawaii County Code, Chapter 3, Division 3, Section 3-26, which requires a wall sign in a
residential zoned district not to exceed six square feet in area. According to Mr. Andrews, because the school is
situated in a residential zone, the sign they would like to install is larger than permitted in this specitic zone.
Attached to Principal Andrews' letter is a diagram that depicts the proposed dimensions for the sign as 4' x 24'
for a total of 96 square feet. The sign is to he airbrushed on the side of the school gym.
At this meeting, Principal Andrews and Mr. Gerald Callo, the volunteer coordinator for this project. explained
that the sign is intended to promote school spirit, and that despite the zoning, there are no residences in the
immediate area. The only facility directly facing the area where the sign is to be located is the Hilo Police
Station. Committee Members acknowledged that other schools have similar signs. In addition, if the school
was a public entity or zoned more aptly, the proposed specifications would he well within the allowable sign
parameters and not require the Council's approval.
Therefore, the Committee finds that asix-foot area for a sign on the high school gym would work a hardship
upon the applicant. Further, the granting of a variance to allow a 4" x 24" wall sign will not be contrary to the
spirit and purpose of the County Code and the public interest.
Your Committee on Public Works and Intergovernmental Relations is in accord with St. Joseph High Schools
request for a sign variance for their "Home of the Cardinals" sign to be airbrushed on their school gym and
recommends its approval.
