Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication
No. 734 and attached Resolution No. 240-02, reports as follows:
Communication No. 734 dated August 30, 2002. is from William Takaba, Finance Director, transmitting for the
Council's review and consideration Resolution No. 240-02, which authorizes the Director of Finance to execute
a grant of easement in favor of the State of Hawaii for the implementation of the Lalamilo distribution pipeline.
Resolution 240-02 explains that the State of Hawaii requires aright-ol=entry for parcels identified as Tax Map
Key Nos. 3~d/6-6-OS and 3r`?/6-7-03, in order to implement the Lalamilo distribution pipeline. The pipeline,
which is part of the Department of Agriculture's Waimea Irrigation System, currently serves farmers in the
Lalamilo Farm Lots vicinity. This resolution authorizes the Director of Finance to execute a grant of easement
for the purpose of completing this project. Also attached to the resolution is "Exhibit A"', which further
delineates the area to be included in this easement.
At this meeting, Ray Nakamura of Imata and Associates, Inc.. Consultant I~r Department of Land and Natural
Resources on this project, reported that this project is necessary because the existing water line is inadequate.
He further explained that the current line will be abandoned in place and a new 18-inch line will be installed to
provide water service to the farmers. He also confirmed for Committee Members that this easement is not a
new agreement, but actually an attempt to correct procedure because an agreement was never officially granted
for the existing line.
Your Committee is in accordance with the purpose and intent of Resolution No. 240-02 and recommends its
adoption.
