The purpose of this memorandum is to transmit a bill appropriating $100,000 to conduct a special election
on November 30, 2002, for the purpose of filling the congressional seat for the remainder of the term due to
the passing of U.S. Representative Patsy Mink.
The State will reimburse the County for special election costs, such as wages for temporary elections staff,
overtime wages for regular elections staff, absentee mail postage, and the cost of running absentee polling
places. Except for the straight-time wages of our regular election employees, there should be no other
special election costs borne by the County.

RE: Bill No. 280 transmitting a bill appropriating $ 100,000 to conduct a
special election on November 30, 2002, for the purpose of filling the
congressional seat for the remainder of the term due to the passing of
U.S. Representative Patsy Mink.
Pursuant to Section I (g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
