Dear Council Chair Arakaki:
Attached for your information is a copy of a memorandum to department heads regarding
preparation of the administration's legislative package for the 2003 legislative session. As in
prior years, we would like to work with you in presenting a package that has both
administrative and council support.
I have always believed it is counterproductive to present an extensive "laundry list" of
proposed CIP projects because we know the available. funding is limited. Instead, I want the
County to present a short list of no more than five or six projects that are the top priority for
state funding for the County of Hawaii.
For issues and proposed changes to state laws, there is no limit to the number that we can take
a position on and support or oppose. These too will be prioritized, however.
If the Council has begun work on its legislative priorities, please work with Andy Levin to
make sure we are informed and can work together.
As you can see from the attached memo, I will transmit our proposal to you by November 18.
I look forward to working with you and the Council again at the legislature.

MEMORANDUM 2002-37
To: All Department and Agency Heads
From: Harry Kim, Mayor
Subject: Legislative Timetable
Now is the time to begin preparing for the 2003 legislative session. Please submit
recommendations for legislative action (changes to law) to Andy Levin by Friday,
November 8. You do not need to provide the actual language for a bill, but you should
include any necessary background information as well as your rationale.
Requests for state funding of projects should be submitted to Bill Takaba by the same date.
The final package will be decided upon by November 15, and transmitted to the County
Council by November 18.
Please be aware that as in past years, when it comes to funding for projects, we will submit
only a short list of our top priorities. On issues, there is no limit to the number we will
support.
