mass burn technology for the following reasons:

? Sarlov+a has experience in building acid operating projects of this size in the
Ur3ited States
? The waste mill be reduced by 90% including ash.

? Sarlovi~ projects operate at a 90% capacity factor. The dual train redundant

Included with this package are an updated vendor information form and an
outline ~~ith our cornrrsents regarding competing technologies. `The outline also
lists sores questions that should help clarify the proposals submitted and clarify
the requirerrnts for -after market revenues or assumptions that have been made
that should be clearly defined prior to award of contract.
We believe, that based on our experience, both in O~awaii energy developrrsent
and on the mainland building similarly sued projects, that Barlow will provide the
County of hlawaii with the fastest an most simple approach to help solve the fast
I~{awaii landfill crisis.

collection bits at transfer stations and various community sites for recyclables that ;rein

this cost. If the state allows the use of the ash for landfill cover, or other beneficial uses such
as road building material, ario.~~ .?auld negotiate a disposal agreement that could reduce this
cost.

The reviduo represents the nonmcambustible fraction of the ~r~aste strew after ferrous metals

nan-hazardous and safe for land filling. ~~fter processing it is 10"l~ by volume of the MSW
~1Vaste stream.

Yes, the ~a€~lo~*~ technology is scalable from 100 - 400 iP~? per train. facility's can then be
designed (or expanded at a later date) to include multiple trains to handle larger :~,~aste
streams.

dow.~n to process as little as 100 tons per day per train.

Capital costs vary depending on the size of the facility in question and local construction costs

processed.
