This position is necessary due to the current backlog of~work. the increase and ongoing acceptance of road dedications, and the West Hawaii operations being initiated. The State of Hawaii Department of the At orney General Crime Prevention and Justice Assistance Division is providing a $130,000 grant to the Hawaii County Police Department for the purchase of equipment for its crime laboratory. The new equipment will decrease the amount of time necessary to complete instrumental drug analysis and increase the amount of cases processed. The Civil Defense Agency has received a FEMA pre-disaster mitigation grant, passed through the Civil Defense Division of the State Department of Defense, to develop a GIS street layer for the entire County. The Planning Department has received a FEMA pre-disaster mitigation grant, passed through the Civil Defense Division of the State Department of Defense, to develop a GIS spatial growth model to analyze vulnerability to the various hazard risks. The spatial growth model provides a tool to simulate and visualize "what-if' growth scenarios and the consequent exposure to various hazard areas. This analysis is a key component to develop the Hazard Mitigation Plan for Hawaii County. The Planning Department has received a FEMA grant to develop a flood hazard mitigation plan for the County. This plan will he focusing on structures that have received repetitive flood losses and will he a part of the overall Hazard Mitigation Plan for Hawaii County. HAWAI'1 COUNTY (Bill 277) CODE. 1983 (1995 EDITION), AS AMENDED, RELATING TO ANIMALS AND THE REGULATION OF DANGEROUS DOGS From Councilmember Nancy Pisicchio. dated October 24. 2002, transmitting the above bill in order to address an immediate public safety issue and establish clear steps and conditions to better assure the safety of the public, as well as other animals, subsequent to a dog attack. Comm. 798: AN ORDINANCE TO AMEND ORDINANCE NO. 02-76, AS AMENDED. THE (Bill 279) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2003 (by appropriating an additional $45,000 into the Parks & Recreation Coordinated Services Program for the Elderly's (CSE) Equipment account and $13,442 into the CSE's Salaries & Wages account to accommodate increases in Federal and State funding) From Finance Director William Takaba. dated October 25. 2002, transmitting the above bill. The Office of Aging has allocated the $45,000 to the CSE's transportation program to replace and purchase a vehicle for the program. Also, the Department of~ Human Services increased the Chore Agreement for Hawaii County by $13.442, to supplement the current salaries and wages budget of CSE. OFFICE LOG NO. 03-O14 WITH THE DEPARTMENT OF HEALTH, STATE OF IIAWAI'I. FOR EROSION AND SEDIMENT CONTROL ORDINANCE UPDATE AND IMPLEMENTATION SERVICES• and (Bill 264) AN ORDINANCE TO AMEND ORDINANCE NO. 02-76, AS AMEN DEU, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2003 (by increasing the Contribution from Private Source account from 1250 Oceanside Partners by $12,500 and appropriating $70,000 of EPA grant funds provided by the Department of Health to update the Hawaii County Code Erosion and Sedimentation Control and implementation services) From Finance Director William Takaba, dated September 25, 2002, transmitting the above resolution and bill. iJnder a Settlement Agreement between KELLY Plaintiffs, State Department of Health (DOH), and the County of Hawaii, the State is required to provide $60,000 of EPA grant funds to the County for its project to update the Grading Ordinance. Due to higher anticipated project costs, DOH has now agreed to provide $70,000. The Settlement Agreement also requires the transfer of $12,500 to the County from 1250 Oceanside Partners. Comm. 758.1: From Public Works Director Dennis K.W. Lee, dated October 1, 2002, transmitting a copy of the Settlement Agreement between KELLY Plaintiffs. State Department of Health (DOH) and the County of Hawaii, as referenced in Comm. 758 regarding the Grading Ordinance Amendment Project. Comm. 758.2: Copy of letter to Public Works Director Dennis Lee, from State Department of Health, Clean Water Branch Chief Denis R. Lau, P.E.. dated September 30, 2002, acknowledging receipt of his letter dated August 28, 2002 in which he requested an increase in the grant amount from $60,000 to $70,000 for services to amend the Grading Ordinance. States his request is under consideration, and requests Public Works continue to process and execute the initial contract sent on August 20, 2002. If approved, a contract amendment will be processed to reflect the increase in the contract price. Comm. 758.3 From Finance Director William Takaba, dated October 21, 2002, transmitting (Bill 264) Bill 264, Draft 2. The Public Works Department has requested the settlement (Draft 2) appropriation be increased from $12,500 to $22,500. the revenue account he changed from "Contribution from Private Sources" to "Sundry Revenues -Current Year," and the expenditure account title be renamed "Erosion & Sediment Control -Private" to "Kelly Lawsuit Settlement Compliance." The increase in appropriation is based on the Corporation Counsel's Office's recommendation to allow receipt of the entire $22,500 obtained from 1250 Oceanside Partners and to provide an appropriate accounting mechanism that would allow them to transfer $10,000 to the State Department of Health who will develop revised County rainfall maps.
