Dear Chairman Arakaki and Council Members:
It is my pleasure to nominate the following individuals to the County of Hawaii Police
Commission. Both individuals, if confirmed, will be filling expired terms and will serve terms to
expire on December 31, 2007.
Council District 6 - Ms. Flerence "Betsy" M. Mitchell is a lifelong resident of Hawaii. She
retired from the Blood Bank of Hawaii after 25 years of service. Ms. Mitchell has been very
active in her community, spearheading numerous community activities in her capacity as
president of the Cooper Center Council. She is also a recipient of the Kilohana Volunteer
Award, presented by Governor Cayetano. Ms. Mitchelll states that she is a member of the
Republican Party. She will replace Mr. Daniel Kama, whose term expires on
December 31, 2002.
Council District 3 - Mr. Paul M. de Silva, is a lifelong resident of Hawaii. He is a retired
teacher, judge and attorney. His community service activities include serving as a president for
the Hilo Union PTA, the Hawaii County Bar Association, the Hawaii Prosecuting Attorneys
Association and as vice president of the Hawaii State Teachers Association, Big Island Chapter.
Mr. de Silva states that he is not affiliated with any political party. He will replace Wilfred Okabe,
whose term expires on December 31, 2002.
