SUBJECT: RESOLUTION 250-02 AUTHORIZING THE MAYOR TO ENTER INTO A
PROJECT AGREEMENT WITH THE STATE OF HAWAII AND FEDERAL
GOVERNMENT AGENCIES FOR FEDERAL AID SPOT IMPROVEMENTS
ON KEANAKOLU ROAD
Enclosed for the Council's information is a map showing the project location. As to the other concerns
raised during the October 22 Public Works & Intergovernmental Relations Committee meeting, Galen
Kuba met with Mr. David Gedeon, FHWA Project Manager on October 23, 2002 who furnished the
following:
1) Project Budget: There is a transposition error in the budget table on page 6. The table should
read as follows:

2. Maintenance Costs: As a result of the Nobriga settlement, the County is already committed to
maintain the Keanakolu Road. We currently spend between $50,000-100,000 to maintain this
road depending upon the amount damage encountered. The road is unpaved and is subject to
damages caused by flooding and vehicular use. The purpose of this project is to address safety
and maintenance needs of the road without causing significant environmental impacts. As a
result this project will reduce our maintenance costs. The amount of the reduction is unknown
at this time.
3. 4(f) Evaluation: This is an FHWA requirement. FHWA requires an evaluation for all of their
projects that require use of public parks, wildlife/waterfowl refuge or historic sites/lands of
national, state or local significance. FHWA must show that there is no feasible and prudent
alternative and the project includes all possible planning to minimize harm. In this case, the
historic significance of the cobblestones is triggering the 4(f) evaluation.
4. Environmental Commitments in the Construction Contract: This is a standard FHWA
requirement. Environmental commitments are those features necessary to mitigate environmental
concerns. Examples of this are fire breaks and protective structures for endangered plants.
FHWA does not anticipate the need for any environmental commitments for this project.
