Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating an
additional $140,000 into the Department of Public Works Building Division's Repair and
Maintenance accounts. A revenue surplus, anticipated in building, electrical, and plumbing
permits, will provide for the increases of $60,000 in their OCE account and $80,000 in their
equipment account.

A. REQUEST:
An appropriation to amend Ordinance 02-76 to increase revenues for :
• Building Permits by $93,800.00
• Electrical Permits by $30,800.00
• Plumbing Permits by $15,400.00
And to further amend Ordinance 02-76 to increase expenditures for:
• Miscellaneous Contractual Services by $60,000.00
• Motor Vehicle by $30,000.00
• Computer Equipment and Software by $50,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED
The Building Division has experienced critical needs recently in three different areas and the Department
is requesting additional funding to address these requirements. The Building Division experienced a revenue
surplus of $329,794 last fiscal year and anticipates another year of surplus.

JUSTIFICATION
4 Wheel Drive Vehicle
On Friday, September 13, 2002, the Building Division's 4-wheel drive vehicle (Jeep) was stolen
from the County parking lot at 101 Pauahi Street. The Police Department was notified and a
report was filed. The vehicle was found on Tuesday, September 17, 2002, in Paradise Park
Subdivision stripped, damaged, and hidden in the bushes. The vehicle is considered totally
wrecked and beyond repair.
The Building Inspector exclusively uses the vehicle for over 85% of her time for permit
compliance inspections. The 4-wheel drive is necessary for her vehicle because of the terrain
and road conditions at the job sites. The replacement of this vehicle is necessary to maintain the
permit compliance inspection services required by regulations.
County Building Air Conditioning Duct Cleaning
The Building Division has experienced health complaints relating to the air conditioning in the
County Building. As a result of these complaints, part of the air conditioning duct system was
cleaned some time ago. This effort is to complete the cleaning action. This request addresses a
lot standing problem and one that relates to the health and welfare of County employees and
visitors to the County Building.
Computers
The Building Division recently awarded an $88,000 contract to develop a computer program for
the building permit database system. This program is integrated with the Real Property Tax
Division's software and will be delivered to our department in four months for the Building
Division's permit information input. In the future, the Planning Department will integrate into
this same program. Part of the new system requires the building inspectors to input data from
their activity. The computers for the inspectors and their input of information on to these
computers are essential to the daily operations and requirements of the Building Division. This
request is to purchase 20 computers (includes hardware, software and laser printers) for these
inspectors. Eleven computers with two laser printers will be going to the Kona Office and nine
will be for the Hilo Office -~Ath two laser printers. The computer systems for these inspectors
will also include palm pilots. This would allow the inspectors while out in the field to log in
more information that would be downloaded into the database. Most of this information will
become available through the Internet. The general public, contractors, and realtors will be able
to access it without the assistance of our clerks.
This request also includes 18 RAM upgrades for existing PCs. An evaluation of our current
computer systems identified these necessary upgrades in order to function with the new building
permit database system.
Document File System
The document file system consists of a computer program and a desktop scanner, similar to what
already exists at the County Clerk's office and planned for several other offices. The document
file system provides a computer based and paperless system that receives documents, duplicates
it to a computer file using the desktop scanner, routes it to any networked office for
action/information, monitors the routing action and responses, and finally, stores all this in a
computer file for all to reference. The document file system using the computer program and
scanner will provide a more efficient and effective document file system than what is existing
because it informs all about all documents. It simplifies routing because it is paperless. It tracks
and monitors responses, which saves time. It also stores all this in the computer, which saves
space, effort, and materials and supplies.
