Dangerous Dogs
I am transmitting Bill 277, Draft 2 relating to Dangerous Dogs, which proposes the following
amendments based upon additional comments received from the Police Department, Prosecuting
Attorney's Office and the Finance Department:
Page I Delete first sentence [The purpose of this ordinance is to adopt provisions for the
regulation of dangerous dogs.]
Change 2nd ¶ The [intent] purpose of this ordinance ...dogs [after a "first
bite" or other injury inflicted by a dog] that inflict injury upon
a person or other animal.
Page 3 §4-1(p)(3) The person attacked was teasing, tormenting, abusing or
assaulting the dog [or at any time in the past had teased,
tormented, abused or assaulted the dog];
Page 3 §4-1(p)(8) [The dog was responding to a command ...or animal.]
Page 6 §4-31(c)(1) (1) A fine of not less than [$50] $200 nor more than $2,000;
Page 8 §4-31(g) [(g) The court ...violation of subsection (a) as soon as
practicable.]

Page 9 §4-31.1(b) the dog shall be subject to relinquishment pursuant to
subsection [(b)] f d).
Page 9 §4-31.1(c) shall be guilty of a petty misdemeanor and fined not less
than [$50] 200 nor more than [$1,000] $2,000, imprisoned not
more than 30 days, or both.
Page 9 §4-31.1(e) Notwithstanding any relinquishment of ownership of the dog
pursuant to subsection [(b)] U or voluntary relinquishment
These amendments address practical issues of enforcement and prosecution as well as
housekeeping changes to ensure consistency and correct references to subsections.
