This request would seek variance permitting two signs on one wall. I would like to address the issues in the October 3, 2002 letter from Mr. Ted Pirsig, owner of Volcano Neon and representative for Home Depot: 1. There are two main entrances on this building wall, one the main entrance and the other "indoor lumber yard'. He is requesting a variance to Hawaii County Sign code, Section 3-29 (5) limiting one wall sign per side of building. It is important to mote that ,presently there is one Home Depot sign and another illegal sign noting: 66nursery" on the same wall. 2. Home Depot is not requesting more signs than the sign code allows. Home Depot claims it is~entitled to six signs and wishes not to use its total number but use two signs on one wall. Home Depot's does not have the discretion to 66swap" sign regulations with disregard to the sign codes. 3. The wall does not face any street. ` Comm. No. ~ File No. E Ref. To. Ref. Bated - Nov 06 02 03:00p Rab Puri 008-329-9544 p.2 2 The wall is significantly elevated so the Dome Depot sign, as well as other current and potential signs on the wall, are visible for miles. 4. The code does allow a second sign on this frontage. Again, it is not appropriate for dome Depot to manipulate sign codes to the advantage of their business. 5. The wall itself is huge. Yes, the wall is huge and the visual impact, with the present sign, definitely does not invite more signage. This signage has an impact not only on the surrounding businesses but to a much larger area. 6. Sears in Hilo is presented as an example of a business with two signs on a wall, sanctioned by the County in 1995. This is 2002 and we have a responsible Hawaii County Council which is ernpowared to enforce the county sign codes. I would like to add that there is another large, retail business a block from Home Depot. Costco has a long wall with a main entrance as well as an additional entrance for the automobile tire area. Costco displays one and only one sign on that wall. In summary, The Outdoor Circle would like to join with the Building Division and strongly urge you to deny Home Depot's sign variance request.
