TESTIMONY TO THE HAWAII COUNTY COUNCIL CO 4E ON PUBLIC WORK
AND INTERGOVERNMENTAL AFFAIRS ON BILL NO. 278 - RELATING: TO Pry DING
FOR DISABLED PERSONS

The Disability and Communication Access Board (DCAB) submits this testimony on Bill No. 278
Relating to parking for Disabled Persons. The DCA.B dally supports the intent and purpose of
this bill which is to amend Chapter 24, Article 8, Division 6, of the Hawaii County Code by
confornu,n its provisions to reflect c Wes in Chapter 291, ]Part III, Hawaii Revised Statutes
(HRS); and Chapter 11-219, Hawaii Administrative Rules (IitR). The proposed mendinents will
remove existing contradictions between the Hawaii County Code and the HRS and HAR provisions
on parking for persons wide disabilities.
The proposed ball will give the County authority to charge a $10 fee for temporary a-ad replacement
placards. This is significant because the fees are a form of compensation to the County for issuing
parldng placards on behalf of the State to qualified persons with disabilities, as set forth in the
memorandum of Agreement between the State Department of TleaM-DCAR and flee County of
Hawaii. Without the amendments, the County canaaot receive compensation for its effort.
