Yanagihara Traffic Division Chief SUBJECT: TRAFFIC SIGNS & MARKINGS SUPERVISOR I New Position, F1-09 We apologize for not being clear in our submittal to establish the subject position for our Department of Public Works, Traffic Division. We ask that you share this with the other Council members before the next County Council meeting scheduled for Wednesday, November 20, 2002. This will be Resolution No. 253-02, creating a Traffic Signs & Markings Supervisor I position. Let us try to explain the reasons why we need this position, and why this position is being proposed in Hilo and not in Kona. Attached are two (2) organization charts. One is our Traffic Division's existing organization, noted as the 2001 Position Organization Chart. The other is our Traffic Division's ultimate proposal of their organization, noted as the 2005 Position Organization Chart. For the first step in our reorganization, we are proposing to create a new Traffic Signs & Markings Supervisor I (F1-09) position. This Supervisor I will help and assist our existing Supervisor II; (1) In the overall, island wide, operations and maintenance works within the Traffic Signs & Markings Section. Processing normal maintenance work orders, and coordinating and supervising activities island-wide. (2) Being a part of the build-up of the new West Hawaii operations; by supervising, implementing, and coordinating the new West Hawaii operations. (3) Assist us to relieve the current backlog of signs & markings work. Presently at approximately fifty-one (51) miles of roadways, island wide. Comm. No.-, _ File No. sonfRef. To- Ref. Date Nf1UM2 Memo to County Council November 18, 2002 Page 2 of 3 (4) Assist in keeping-up with our Highway Maintenance Division in their road resurfacing program. As you may know, this program is going full-speed ahead, and our Traffic Division, at present, is having difficulties in keep-up with the pavement striping work. (5) Assist us with organizing and inventorying the ever increasing acceptance of roadway dedications. (6) Help in inventorying and replenishing the numerous supplies and materials that our Signs & Markings Section works with on a daily basis. (7) Help in maintaining the vehicles and equipment that our Signs & Markings Section needs and works with on a daily basis. (8) Help in the personnel issues of the Signs & Markings Section; i.e., time sheets, vacation and sick leave requests and schedules, safety issues (on and off the road), grievance issues, etc. (9) Help in the processing of work orders to follow-up on public complaints. (10) (See other list of duties in previously submitted Position Description Form.) Do not confuse the Traffic Technician V and the Traffic Technician H positions, with the subject position, or the position branch that the Supervisor I is within. The technicians do not assist in the daily overall operations and maintenance of the signs and markings on the roadways. There has not been an increase in personnel in the Traffic Division, Signs & Markings Section in over twenty (20) years. With the ever increasing workload; i.e., the acceptance of new roads, the acceptance of "substandard roads", the possible acceptance of more Homestead roads, and roads getting older and needing more maintenance, we need this position. Why is this position being proposed in Hilo and not Kona? We do not have the funds for the logistics and facilities to sustain this position in Kona, for now. We are moving towards this goal. (1) Remember, the Supervisor I's primary duty is to help the Supervisor R in the daily island- wide operations and maintenance; and not only Kona. The Supervisor I will help this island-wide situation now. (2) We are presently operating with our home-base in Hilo, and are managing okay. This includes our entire Signs & Markings Section and our Traffic Signals & Street Lights Section. With the technologies of today; i.e., telephones, cellular phones, copy machines, fax machines, email, etc.; we are able to communicate and direct our working personnel from Hilo. There are presently two (2) installer positions in Kona that are unfilled. We are in the process of filling these positions, right now. We feel that we can manage these positions from Hilo. (3) We are only in the preliminary stages of building-up our Kona operations. Our existing baseyard, the old sewage treatment plant in the Old Kona Industrial area, has only a temporary construction trailer, for the Signs & Markings crew. We are in the process of providing telephone and electrical service. Unfortunately, this trailer is large enough for only two (2) people and minimal storage space. We plan to relocate our traffic operations baseyard in Kona prior to the sale of the old sewage treatment plant parcel. Memo to County Council November 18, 2002 Page 3 of 3 (4) At present, we have no office equipment, machines, supplies, and materials to operate a Signs & Markings supervisor's position in Kona. We are looking towards procuring these things in the near future. Funding today and during this past year has been tight. The fact is we can better equip this Supervisor I position better in Hilo than in Kona. (5) We are planning to construct a new facility in Kona, and consolidate our West Hawaii operations in FY 2004-2005. At this time (FY 2004-2005), our goal is to be fully staffed and equipped, (see attached 2005 Position Organization Chart). Sometime during this period, we will make plans to transfer the Supervisor I position to Kona. We will seek the approval from the Mayor to transfer this position pursuant to the County of Hawaii Charter 5-1.3(b). Source of funds or the new position. We will be filling the Supervisor I position as soon as allowed. This position will be funded by the surplus of funds from the vacant Lead Traffic Signs & Markings Installer, the Traffic Signs & Markings Installer, and the Civil Engineer IV positions. We have been trying to fill these positions from the beginning of this fiscal year. The salaries of these positions are available to cover the salary of the proposed Supervisor I for FY 2002-2003. Thereafter, for FY 2003-2004, funds will be available through the regular Highway Fund. We hope that this clarifies the reason why we need this Traffic Signs & Markings Supervisor I position. If there are any questions, we will be available during the County Council meeting on November 20, 2002.
