Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 649 and attached Bill No. 227, reports as follows:
The purpose of Bill No. 227 is to amend Chapter 24, article 10, division 7, section 24-291.01, schedule
39.01 (2 hour meter parking zones), relating to Vehicles and Traffic of the Hawaii County C ode 1983
(1995 Edition), by setting the parking meter rate at the Hawaii County Building at twenty-five cents per
half-hour; establishing a new 8-hour parking meter zone at the Aupuni Center fronting Kilauea Avenue
and new two-hour parking areas along the Northwest (Pauahi Street) and Southwest (Kilauea Avenue)
sides of the Aupuni Center Building. Communication No. 649 is from Dennis K. W. Lee, Director,
Department of Public Works, dated May 24, 2002, transmitting the above bill for the Council"s review
and consideration.
Your Committee first considered this matter at a meeting held June 18, 2002. During this initial meeting,
Mr. Stanley Takemura, Chief Engineer VII, Department of Public Works, explained to members that the
suggested fee increase is to make county parking meter fees comparable to the fees charged at the nearby
State parking lot. The Public Works Department presumes that the increase will deter individuals from
the current practice of doing business at the State Building, but parking in the County parking lot.
Committee members expressed concern over the proposed meter fee increase and the absence of a map
identifying stalls that will be affected by the increase. At this meeting, your Committee voted to defer
Bill No. 227.
At today's meeting, Communication No. 649.01, dated October 1, 2002, from Mayor Harry Kim was
received and circulated. In his letter, Mayor Kim requested that Communication No. 649 and Bill
No. 227 be filed and that Bill No. 262 be considered in its place. Your Committee granted Mayor Kim's
request.
Your Committee on Public Works and Intergovernmental Relations is not in accord with the purpose and
intent of Bill No. 227 and recommends that it be filed.
