Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 767 and attached
Resolution No. 250-02, reports as follows:
Communication No. 767 is from Dennis Lee, Director, Department of Public Works dated September 25, 2002, transmitting for
Council's review and consideration, Resolution No. 250-02, authorizing the Mayor to enter into an agreement with the State of
Hawaii and Federal government agencies for federal aid spot improvements along Keanakolu Road. Also attached is L'xhibit "A" that
further delineates the scope and costs of the project.
Resolution No. 250-02 explains that the Federal government, at no cost to the county, will provide spot improvements to Keanakolu
Road beginning from its intersection with the John A. Burns Way (Mauna Kea Summit Road) to the northern boundary of the Maulua
Tract of the Hakalau Forest National Wildlife Refuge. According to the agreement, the County of Hawai'i's obligation in this project
includes assisting in agency coordination during construction and continued maintenance of the improvements once completed.
During the meeting, Galen Kuba, Engineer. Department of Public Works and Assistant Corporation Counsel Gerald Takase fielded
questions and provided background information about both the project and agreement. Your Committee has requested that the
following information be forwarded for review before the next Council meeting:
1. A map detailing the location of the proposed improvements
2. Written acknowledgement and clarification from the Department of Public Works regarding maintenance
responsibilities
3. Confirmation of the budget figures located on page six of the agreement
Councilmember Tyler voted Kanalua times two.
Your Committee on Public Work and Intergovernmental Relations is in accordance with the purpose and intent of Resolution
No. 250-02 and recommends its adoption.
