Your Committee on Finance, to which was referred Resolution No. 257-02, reports as follows:
Resolution No. 257-02, transmitted jointly with Bill No. 274 by Director of Finance
William Takaba, via Communication No. 792, dated October 21, 2002, authorizes the Office o1~
the Mayor to enter into an agreement with the State of Ilawai'i Department of Defense. Civil
Defense Division for aPre-disaster Mitigation - U[S Street Layer grant.
The Federal Emergency Management Agency, through the State of Hawaii Department oi~
Defense, Civil Defense Division has authorized $75,000 for the Hawaii County Department of
Planning's Pre-disaster Mitigation -GIS Street Layer Project. These fw~ds will be used to
develop a GIS street layer for the entire County of Hawaii. The G1S street layer is essential to
analyze evacuation capabilities and for the 91 1 emergency systems. The street layer is a key
component to develop the Hazard Mitigation Plan for the County of Hawaii.
Pursuant to Section 46-7, I~awai'i Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Kesolution No. 257-02
and recommends its adoption.
