Your Committee on Finance. to which was referred Resolution No. 259-02. reports as follows:
Resolution No. 259-02, transmitted jointly with Bill No. 275 by Director of Finance
William Takaba, via Communication No. 794, dated October 21, 2002. authorises the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of Defense, Ci~~~il
Defense Division, for aPre-disaster Mitigation - GIS Spatial Growth Model grant.
The Federal Emergency Management Agency, through the State of Hawaii Department of
Defense, Civil Defense Division. has authorized $30.000 for the Hawaii County Department of
Planning"s Pre-disaster Mitigation -GIS Spatial Growth Model Project. The GIS Spatial
Growth Model provides a tool to simulate and visualize "what-ifi "growth scenarios and the
consequent exposure to various hazard areas. This analysis is a key component to develop the
Hazard Mitigation Plan for IIawai~i County.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
During its discussion, Your Committee learned that the hazard areas as mentioned in the
memorandum of agreement are defined as areas throughout the County subject to hazards such
as tsunami, earthquakes, and floods.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 259-02
and recommends its adoption.
