Your Committee on Finance. to which was referred Resolution No. 25-I-U2. reports as follo~~s:
Resolution '~o. 254-02, transmitted jointly with Bill No. 27 ~ b~~ Director of Finance
William Takaba, via Communication No. 785, dated October 16, 200`_'. authorizes the Of~tice ol~
the Mayor to enter into an agreement with the State of Hawaii Department of the Attorney
General for an Increasing Drug Anal~~sis grant.
The State of Hawaii Department ofthe Attorney (icneral Crime 1'revcntion and .lustice
Assistance Division has authorized $1 ,0,000 towards the Hawaii Count~~ Police Department's
Increasing Drug Analysis Project. These funds will be used to purchase new equipment fir the
Hawaii County Police Department's crime laboratory. The ne~~~ equipment ~~~ill decrease the
amount of time necessary to complete instrumental drug analysis and increase the amount of
cases processed.
Pursuant to Section 46-7. Hawaii Rrvised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state go~~crnments respecting action to
be taken pursuant to any of the powers granted by law to furnish. expend and receive anv binds
or other assistance in connection with projects being or to he undertaken pursuant to those
powers.
Your Committee on Finance is in accord ~~~ith the purpose and intent ol~ Resolution No. 254-02
and recommends its adoption.
