Your Committee on Finance, to which was referred Resolution No. 260-02, reports as io(lows:
Resolution No. 260-02, transmitted .jointly with Bill No. 276 by Director of Finance
William Takaba, via Communication No. 795, dated October 21.2002. authorizes the Office of
the Mayor to enter into an agreement with the Federal Emergency Management Agency tier a
Flood Hazard Mitigation Planning grant.
The Federal Emergency Management Agency (FEMA) has authorized $35,400 towards the
Planning Department"s Flood Hazard Mitigation Plan. This plan will be focusing on structures
that have received repetitive flood losses and will be a part of the overall Hazard Mitigation Plan
for Hawaii County.
Pursuant to Section 46-7. Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 260-02
and recommends its adoption.
