No. 758/Bill No. 264 PLACE: Council Chambers TIME: 10:05 a.m. Council Chair and Members Hawaii County Council Nilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 264. reports as follows: Bill No. 264, transmitted jointly with Resolution No. 248-02 by Director of Finance William Takaba, via Communication No. 792, dated September 25, 2002, amends Ordinance No. 02-76, as amended, the Operating Budget, ending .Tune 30, 200 The amendment is as follows: From: 3607.00 Contribution from Private Source General $12,50(1 3305.26 Federal Grants -Erosion & Sediment Control $70.000 TOTAL $82,500 To: 010-183-5183.20 Erosion c~ Sediment Control -Private General 512.500 010-183-5183.21 Erosion ~ Sediment Control Federal $70,000 '['OTAL $82.500 These funds will be used to update Chapter 10, Erosion and Sedimentation Control. of the Ha~~~ai`i County Code and also to identify, educate and train appropriate staff; contractors, and other interested persons in implementing best management practices to protect coastal waters, watersheds, and wetlands from soil erosion and sediment loss. Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter. the Mayor is hereby authorized to apply tor, receive and expend the funds for the program(s) identified in Section I. FC RF;PORT NO. 296 This measure was deferred on October 8, 2002. Bill No. 264, Draft 2 was referred to Your Committee via Communication No. 758.3. dated October 21, 2002, from Director of Finance William Takaba, which increases the settlement appropriation from $12,200 to $22,500, changes the revenue account from Contribution from Nrivate Sources to Sundry Revenues -Current Year and renames the expenditure account title from Erosion Sediment Control -Private to Kelly Lawsuit Settlement Compliance. The increase in appropriation is based on the Corporation Counsel's Office recommendation to allow receipt of the entire $22,500 obtained from 1250 Oceanside Partners. The change in revenue account is being made to better suit the acceptance of the settlement and the renaming of the expenditure account title is to make it more meaningful. Your Committee on Finance is in accord with the purpose and intent of Bill No. 264.
