Your Committee on Finance, to which was referred Bill No. 273, reports as follows:
Bill No. 273, transmitted jointly with Resolution No. 254-02 by Director of Finance
William Takaba, via Communication No. 785, dated October 16, 2002. amends Ordinance
No. 02-76, as amended, the Operating Budget, ending June 30. 2003. The amendment is as
follows:

3303.06 Federal Grants -increasing Drug General $130,000
Analysis
To:
Ol 0-201-52 ] 9.98 Increasing Drug Analysis General $1 30.000
These funds will be used to purchase new equipment for the I--lawai'i County Police
Department's crime laboratory. The new equipment will decrease the amount of time necessary
to complete instrumental drug analysis and increase the amount of cases processed.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b). Hawaii County
Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for the
program(s) identitied in Section l .
Your Committee on Finance is in accord with the purpose and intent of Bill No. 273 and
recommends it pass first reading.
