Your Committee on Finance, to which was referred Resolution No. 25 ;-02 reports as follows:
Resolution No. 253-02, transmitted by Director of Finance William Takaba, via Communication
No. 784, dated October 16. 2002, creates a Signs and Markings Supervisor 1 position for the
Department of Public Works' Trattic Division.
The Department of Public Works; Traffic Division, is desirous ofcreating a Signs and Markings
Supervisor I position due to the current backlog in work, the increase and ongoing acceptance of
road dedications, and the West Hawaii operations being initiated.
Funds are available in the Highway Fund, Traffic Division"s Regular Salaries and Wages
account.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"create positions...for which appropriations have been made by the council...."'
Although Your Committee fully supported this effort. members were concerned with the new
organizational chart and felt that the Signs and Markings Supervisor 1 position should be placed
in West Hawaii, not in East I-Iawai`i.
A motion to approve was made and seconded, followed by a vote by the seven members in
attendance. The final vote, as reflected below, prompted the Committee Chair to forward this
measure to full Council with a negative recommendation.
For informational purposes, Ms..tacobson voted kanalua twice.
Your Committee on Finance forwards Kesolution No. 253-02 to the Council with a negative
recommendation.
