The Office of Elections, State of Hawaii, will be conducting two
Special Elections for vacancies in the U.S. House of Representatives, Second
Congressional District. The elections are as follows:
1. November 30, 2002

unexpired term of the late Patsy T. Mink,

To fill a vacancy in the Second Congressional District.
This is a result of Patsy T. Mink winning the Second
Congressional seat in the November 5, 2002, General
Election.
We request your assistance to conduct these elections. Because
the elections are for Federal races only, these elections are wholly under the
jurisdiction of the State of Haw2ii. As such, aH costs incurred by the counties
shall be reimbursed by the State. We request the counties document its
expenses and costs to facilitate the process of reimbursement.
I realize we have all just concluded a very lengthy and draining
2002 Eleotions, and we are very appreciative of your willingness to extend
yourself once again to work collaboratively to conduct these Special Elections.
