Your Committee on Finance. to which was referred Communication No. 805, reports as follows:
Communication No. 805, transmitted by Mayor Harry Kim, dated November 19, 2002,
nominates Ms. Flerence "Betsy'" M. Mitchell and Mr. Paul M. de Silva to the Hawaii County
Police Commission.
Council District 6 - A lifetime resident of Hawaii, Ms. Flerence "Betsy" M. Mitchell is retired
from the Blood Bank of Hawaii afiter 25 vears of service. Ms. Mitchell has been very active in
her community, spearheading numerous community activities in her capacity as president of the
Cooper Center Council. She is also a recipient of the Kilohana Volunteer Award, presented by
Governor Cayetano. Of no political party affiliation, she will replace Mr. Daniel Kama. whose
term expires on December 31, 2002
Council District 3 - A lifetime resident of Hawaii, Mr. Paul M. de Silva is a retired teacher.
judge and attorney. Mr. de Silva's community service activities include serving as a president for
the Hilo Union PTA, the Hawaii County Bar Association. the Hawaii Prosecuting Attorneys
Association and as vice president of the Hawaii State Teachers Association, Big Island Chapter.
Of no political party, he will replace Mr. Wilfred Okabe, whose term expires on
December 31, 2002.
Pursuant to Article VII, Chapter 2, Section 7-2.2, Hawaii County Charter, the Police
Commission shall consist of nine members...appointed by the mayor and contirmed by the
council in the manner prescribed in Section 13-4.
Although a formal motion to amend was not made, Your Committee would like to report that
Ms. Florence "Betsy"' M. Mitchell's name was misspelled in the communication.
FC REPORT NO. 298
Some Members of Your Committee expressed concerns regarding Commissioners whose term
expires and they have not only served a full term. Your Committee requested Mr. Wendell
I-Iatada to obtain an opinion for the Office Corporation Counsel prior the next Council meeting.
Your Committee on Finance recommends confirmation of Ms. Florence "Betsy" M. 'Mitchell and
Mr. Paul M. de Silva to the 1 iawai'i County Police Commission to serve a term ending
December 31, ?007.
