Your Committee on Public Works and Intergovernmental Relations, to ~~hich was referred
Communication No. 807 and attached Resolution No. 262-02, reports as follows:
Communication No. 807, dated October 28, 2002 is from Deputy Corporation Counsel Ivan M. Torigoe. transmitting
Resolution No. 262 for the Council's review. In his letter Mr. Torigoe also reports that the Department of Public Works.
Department of Water Supply and the Planning Department have all reviewed this matter and support the county's
acceptance of the roadway parcel.
The purpose of Resolution 262-02 is to accept the dedication of a 303 square foot roadway parcel identified as Tax Map
Key 3-4-~-008:060 (por.), lot 57-A-2, situated at Kalopa, I-lamakua. The resolution further explains that portions of two
county reads, the Upper Kalopa Road and Keahua Rcad, currently infringe upon the subject property. As such, the
owners Onno Victor Van't I-Iof and Catherine Anne Van't Hof=Felsburg, wish to dedicate this area and any improvements
thereon to the County of Hawaii to use as a road right-of=way. The resolution also state; that parcel improvements have
been inspected and approved by the Planning and Public Works Departments. Exhibit "A", a quitclaim deed and
documents further delineating the parcel are also attached to the resolution.
At this meeting, Deputy Corporation Counsel Ivan Torigoe and Ronald Matsumura. Land Surveyor, Public Works
Department, fielded questions about improvements and the history of the subject parcel The Committee requested that
Mr. Torigoe confirm whether any improvements actually exist in this 303 square foot area and whether these
improvements meet current road dedication standards.

Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and intent of Resolution
No. 262-02 and recommends its adoption.
