Your Committee on Finance, to which was referred Resolution No. 265-02, reports as follows:
Resolution No. 265-02, transmitted jointly with Bill No. 283 by Director of Finance
William Takaba, via Communication No. 813, dated November 4, 2002, authorizes the Oi~tice of
the Mayor to enter into an agreement with the United States of America for a Rural Fire
Assistance grant.
The United States of America through the U.S. Department of the Interior. [J.S. Fish and
Wildlife Services, has authorized $5,000 for a Rural Fire Assistance Grant to the Hawaii County
Fire Department for wildland fire training and equipment purchase. This should benefit the
public by having reduced fire loss, increased firefighter safety and training, and the reduction of
occurrence and intensity of wildland tires with the urban interface.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 265-02
and recommends its adoption.
