Your Committee on Finance, to which was referred Bill No. 281, reports as follows:
Bill No. 281, transmitted by Director of Finance William Takaba, via Communication No. 81 1
dated November 6, 2002, amends Chapter 2, Article 16, of the Hawaii County Code 1983 (1995
Edition), relating to travel and other expenses.
Bill No. 281 proposes an increase to the meal allowance for nonovernight travel to reflect the
current meal prices on the Pig Island. The proposed increase will he as follows:
Breakfast 4.00] 5.00
Lunch [ 5.00) 8.00
Dinner [10.00] 15.00
The meal allowance provisions have not changed since 1981.
Some members of Your Committee expressed concerns about current budgetar}~ constraints, the
effects on the budget, and th,, possible effect on bargaining units' negotiations.
Director of Finance William Takaba clarified that the collective bargaining units' contract is for
meal allowance for vmployces who work overtime, which is unrelated to employees' travel per
diem. He also informed that there should not be any significant effect on the budget due to the
increase.
Also during its discussion, Your Committee learned that meal allowances are paid to boards.
commissio~~rs and volunteers who travel to meetings beyond the boundaries of the adjacent
geographic district where they live or work.

A motion to approve was made and seconded, followed by a vote by the eight members in
attendance. The final vote, as reflected below, prompted the Committee Chair to forward this
measure to full Council with a negative recommendation.

Your Committee on Finance forwards I3i11 No. 281 to the Council with a negative
recommendation.
