Pursuant to the Hawaii County Charter, Seetion 5-2.5 (1991), I respectfully request that the matter
of approving the Agreement for Special Counsel in the above entitled case be placed on the agenda
for the Council's review and approval at the eazliest possible convenience.
An Executive Session is requested because the Third Party Defendant Guy A. Paul's trial strategy,
the merits of the defense and evidence may be discussed.
