Dear Mr. Smith:
Staff has conducted an in-depth study of vehicular and
pedestrian traffic for a request which was made by Pahoa
Elementary, Intermediate, and High School for a School Crossing
Guard position at the intersection of Route 130/Old Pahoa
Road/Route 132.
Based on the study, we recommend that a School Crossing Guard
be placed at the crosswalk at the intersection of Old Pahoa
Village Road/Kaohe Road which fronts the school. However, we
are not recommending that a crossing guard be placed at the
intersection of Old Pahoa Village Road/Route 132 at the present
time. It could pose a potential liability for the County and
State, and hinder traffic flow.
Both, the Old Pahoa Village Road/Route 132, are governed by
stop signs, and traffic flows smoothly without interruption.
No problems were observed with pedestrian crossing, which is
minimal in the morning but increases in the afternoon.
Correspondence has been sent to Ms. Patricia Bergin, District
Superintendent of the State of Hawaii Department of Education,
with the findings of our study.
