Ladies and Gentlemen
In a technical sense, should one irradiate a papaya
with very high energy and very high frequency gamma
radiation, everyone would expect that this would
leave some residual radiation in the papaya. The
scientific evidence clearly shows that a gamma ray
which is strong enough to kill fruit fly and fungus
infestation on a papaya will produce the
photo nuclear effect which yields radioactive
isotopes of carbon. These effects are present since
the effects of the radiation are observable both
above and below the energy level of irradiation due
to quantum uncertainty. All living things contain a
substantial percentage of carbon atoms as well as
other elements. A radioactive isotope of carbon. has
a half-life of 14 thousand years. These effects are
due to the principle of quantum uncertainty.

All of these atoms, both carbon and other atoms, can
form radioactive isotopes in a chamber whose walls
need to be at least five feet thick to safeguard the
workers from the flux of gamma radiation. Let us
not forget that our Aina is subject to great seismic
effects, lava flows and tsunami. This kind of
exposure to radiation for the papaya is in no way
comparable to the exposure of the papaya to
background radiation.
The report of the industrial interests promoting the
use of radiational treatment of the papaya and other
fruits must therefore be due to experimental bias:
the use of insensitive iastrumentaton for detection
of radiation, an improper method of extraction for
the radioactive portion of the fruit, or possible
falsification of their reports. The statement given
should also be noted. They state that they cannot
measure the presence of radioactive material in the
fruit. not that radioactive isotopes are simply not
present.
It is also important to remember that the very
well-known isomeric effect shows that there is a
re-emission of the gamma ray after some days or

weeks as it circles the atomic nucleus and is then
re-emitted. In a technical sense, the photonuclear
effect, isomeric effect and effects of quantum
uacertaintly are very well know and are amply
demonstrated in the literature concerning atomic
energq. Current wisdom in nuclear medicine
indicates that any amount of additional radiation is
productive of increased incidence of cancer. As
members of the Hawaiian O'Hana do we wish to visit
leukaemia and other cancers on our fellow human
beings.
This presentatioh is in regard to House Resolution
(4762), Food Irradiation Safety and Labelling
Requirement Act of the 99th United States Congress
and subsequent related bills and resolutions. May I
also formally indicate my willingness to testify
before any subsequent judicical or investigatory
committee looking into these matters.
As responsible and most respected elected officials
of the Hawaiian People, may it be know by these
presents that you are deemed knowlegeable both as a
body and as individual citizens of these matters by

and judgements under State of Hawaii. Federal and
International Statutes. All other claims are of no
