AN ORDINANCE AMENDING CHAPTER 14, OF THE HAWAII COUNTY CODE
1983 (1995 EDITION), RELATING TO OUTDOOR LIGHTING.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Purpose. The department of public works, traffic division,
requests that the Hawai'i County Code referring to outdoor lighting be amended
to allow the use of alternate light sources in specific areas of the county. This
request is a result of meetings with the downtown improvement association to
discuss street lighting in downtown Hilo. The department of public works concurs
with the association's goal of removing all overhead wiring and upgrading the
street lighting using more "historical, antique -type" luminaries and poles. The
only wattage available for this type of fixture at this time, using low pressure
sodium, are 35 and 55 watt units. This low wattage is inadequate as the light
output is not as well controlled as it is with a standard street light fixture. The
goal is to achieve the same or better illumination as we now have with the 180
watt low pressure sodium mounted on wooden utility poles. The plan is to use a
combination of 150-250 watt high pressure sodium luminaries mounted at 25'
and 100 watt high pressure sodium mounted on 12'-15' poles. A total of about
100 lights are presently installed in the above area. Allowing their use will
increase the options of finding a suitable fixture that is in consonance with the
ambiance of downtown Hilo.
SECTION 2. Chapter 14, article 9, section 14-53, of the Hawai'i County
Code 1983 (1995 edition), is amended by adding the following to be
appropriately numbered and to read as follows:
(h) All county street lighting in downtown Hilo, bordered by Ponahawai
Street Wailuku Drive Kino'ole Street and Kamehameha Avenue
SECTION 3. Material to be repealed is bracketed. New material is underscored.
In printing this ordinance, the brackets, bracketed material and underscoring need not be
included.
SECTION 4. If any provision of this ordinance, or the application thereof to any
person or circumstance, is held invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without the invalid provision or
application, and to this end, the provisions of this ordinance are declared to be
severable.
SECTION 5. This ordinance shall take effect upon its approval.
