RESOLUTION NO. 03
RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN
AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF
TRANSPORTATION, PURSUANT TO HRS 46-7, FOR AN ALCOHOL
RECONSTRUCTIONIST GRANT
WHEREAS, the State of Hawaii Department of Transportation, Public Affairs Office -Safe
Community Program has authorized funding towards the Hawaii County Police Department's Alcohol
Reconstructionist Program; and
WHEREAS, this grant will be used to hire a traffic crash reconstruction expert who will assist in
at least twelve fatal collision investigations; and
WHEREAS, the use of information provided by the traffic crash reconstruction expert should
improve the required information provided to the State Department of Transportation's Fatal Analysis
Reporting System; and
WHEREAS, the funds provided by the State of Hawaii Department of Transportation are
derived from grants provided by the federal government; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain
the consent of the council to enter into agreements with the federal or state governments respecting
action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any
funds or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Office of the Mayor is authorized to enter into an Agreement for a Grant Contract with the
State of Hawaii Department of Transportation.

above-referenced agreement and any related documents on behalf of the Office of the Mayor and the
County of Hawaii pursuant to the Hawaii County Charter.

copies of this resolution to the Office of the Mayor, the Finance and Police ®epartments, and the
State of Hawaii ®epartment of Transportation.
