A RESOLUTION TO REMOVE TIIE COUNTY COUNCIL'S PROVISO IN TIIE OPERATING BUDGET PROHIBITING
OUT-OF-STATE TRAVEL BY TIIE COUNTY COUI~'CIL AND CLEItI~'S OFFICE PERSONNEL FOR TIIE FISCAL
YEAR BEGINNING 3ULY 1, 2002 TO JUNE 30, 2003.
!'~IIERESAS, the Council of th:? County of Hawaii adopted Ordinance Number 02-76, the Operating Budget for the fiscal
year ended June 30, 2003; and
WHEREAS, the operating budget was adopted with aself-imposed condition that prohibits the Council and the Clerk's
Office personnel from traveling out-ol=state using funds from the Regular Travel account and the Sister City account, which budget
appropriations were $24,500 and $10,000, respectively; and
dNIIEREAS, the available budgc;t appropriation on December 17, 2002 for the Regular Travel account was $12,666.33 and
the Sister City account was $10,000.00; and
VVIIEItEAS, removing the proviso will benefit the County by expanding the knowledge, experience, and network of its
council members and~'or staff on many difficult issues through visitations and the informative discussions with other municipalities.
NOVd', THEREFORE, BE IT RESOLVED BY TIIE COUNCIL OF TIIE COUS`TY OF HAWAII that it removes the
proviso prohibiting out-of--state travel by the County Council and Clerk's Office personnel using the Regular firavel account and Sister
City account for fiscal year ending Juno 30, 2003.
BE IT FINALLY RESOLVED that the County Clerk is hereby directed to forward a copy of this resolution to Finance
Director William Takaba.
