Re: Resolution Authorizing Mayor to Enter into an Agreement
Enclosed is a resolution authorizing the Mayor to enter into a Memorandum of
Agreement with the Hawaii Community College for the support of the Hawaii County
Resource Center. The Hawaii County Resource Center, established within the
Department of Research and Development, provides technical support and assistance
for County Agencies and community based organizations in the area of grantwriting.

A. REQUEST:
To authorize Mayor Harry Kim to enter into a Memorandum of Understanding by and between the County of
Hawaii and the Hawaii Community College Rural Development Project in support of the Hawaii County
Resource Center (HCRC).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii County Resource Center, established within the Department of Research and Development for
the purpose of providing technical support and assistance for County agencies and community based
organization in the area of grantwriting.
The Hawaii Community College Rural Development Project receives Federal funding for its program and one
of its goals is to empower rural communities to access and acquire leadership skills and to develop
community capacity building by identifying training and support for economic and business development.
A partnership with the County of Hawaii's Department of Research and Development, in support of its Hawaii
County Resource Center will assist organizations with addressing economic development from a community
based perspective.
The Memorandum of Understanding will provide the County of Hawaii's Department of Research and
Development with needed computer equipment, office furniture, office equipment and supplies for its Hawaii
County Resource Center.

Memorandum of Understanding
This memorandum of understanding is betwoen Hawaii Community College and County of Hawaii
Department of Research and Development in support of the establishment of a Hawaii County
Resource Center (HCRC).
1. Hawaii Community College will:
• Provide materials, supplies, and equipment as recoaunended by the County of Hawaii
Department of Research and Development. Items include: computer units, printer,
software programs and licenses, web subscription, materials for workstations, chairs,
telephone units and other items. Estimated budget attached.
• Provide technical support required to set-up, install, end maintain computer equipment.
• Maintain inventory and retain ownership of equipment items as part of the University
inventory until such time that it can be transferred to the County upon mutual agreement.
[I. County of Hawaii Department of Research and Development will:
• Establish and maintain a permanent errs designated for the Hawaii County Resource
Center (HCRC).
• Report any damage or malfunction of any of the materials, supplies, and equipment.
• Provide access to the equipment for inventory process.
• Provide aceess through an agreement process to conduct on-site training classes.
• Enter data into the Rural Development Project web based data management program,
HuiNet (Signed Participsat Consent Forms roquired).
• Provide a brief semi-annual progrzsa report on utilization ofthe Hawaii County
Resource Center (HCRC).
III. AMENDMENT PROCEDURES
This memorandum of understanding may be amended through a mutually acceptable written
statement.
