SUBJECT: MARIJUANA ERADICATION MISSION FOR THE MONTH OF
OCTOBER 2002
The Hawaii Police Department conducted marijuana eradication missions on October
21-23, 2002, in East Hawaii, and on October 28-30, 2002, in West Hawaii.
As required by Resolution No. 46-01, reports indicating the number of plants eradicated
and the number of complaints received from the public, the type of complaint and the
complaint disposition are attached.

Location: Milolii Village, South Kona, Hawaii
Complaint:
Caller wants to complain about two helicopters flying over their neighborhood in the area above Milolii
Village, right off the highway. Caller stated that the helicopter is flying too low and too fast and has
flown over about 7 times for 3 hours. Caller believes the law states that helicopters cannot fly over
private dwellings and use that route as a highway and that this is illegal. Caller is 60 years old and
does not appreciate settling in a quiet neighborhood and having noisy helicopters in the area.

Reason for Being in Area:
Checking old lava flows for marijuana plants where marijuana plants were recovered in the past. 125
marijuana plants were recovered, seedlings to 5 feet tall.
Time in Area: 10-29-02 1045-1115 hours No. of Plants Recovered: 125
Immediate Action Taken:
The helicopter had left the area by the time the complaint was received.
Comments:
Spotter and pilot stated they were in the area of the complaint for about 45 minutes, checking old lava
flows for marijuana. They did not fly low over houses, nor over any houses 7 times. The only time
they flew over houses was to get to another area, flying over 1,000 feet. Refueling is needed after 2
hours. They would not fly in the same area over houses at a low altitude. They are unable to see the
plants if flying fa(~t.
