Dear Chairman Arakaki and Council Members:
It is my pleasure to re-nominate the following individuals to the County of Hawaii
Environmental Management Commission. If confirmed, both individuals will
serve terms ending on December 31, 2007.
Council District 7 - Ms. Marjorie Envay is an 8-year resident of Hawaii. She is
not affiliated with any political party. Ms. Erway was just recently confirmed to
this commission to fill an unexpired term.
Council District 8 - Ms. Carolyn Wifcher is an 11-year resident of Hawaii. She
is a member of the Republican Party.
Both individuals have demonstrated integrity, diligence, and competence during
their service on this commission.

RE: Communication No. 3 Regarding re-nomination of Ms. Marjorie Erway
and Ms. Cazolyn Witcher to the Environmental Management Commission.
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai' i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Pazks and Environmental Management to the full Council for
immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Parks and Environmental Management for
placement on its future agenda.
