Re: Operating Budget
The U.S. Department of Justice, Office of Community Oriented Policing Services (COPS) is
providing a $150,000 COPS Technology Grant to the Hawaii County Police Department for
equipment and training to improve the computer capabilities within the dispatch section. The
computer upgrade should provide for more rapid responses to requests for police or emergency
assistance.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the U.S.
Department of Justice, Office of Community Oriented Policing Services.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$150,000 COPS Technology Grant.

The Communication Centers of [hz Police and Firz Dzpartmznts utilize an appiication that
interfaczs a ith Vzrizon Hawaii's 9 (l system to manage ail rzquzs[s for szrviczs. There are tzn
workstation computers, szven within thz Policz Depanmznt and thrze a ithin the Firz Department
[hzt are Pentium 7~Mhz or Pentium 100 ~IHz configurzd. In addition, threz servers housed
within the Police Department are Pentium 133 MHz.
The computers and sznzrs are slow and inadequatz to einciently process the immense volume of
incoming calls, radio transmissions, and data required to managz the units assigned to their
respective dispatch groups.
Thz current Iot of computers was procured in 199=1 using that year's specifications and in 1999,
our software vendor recommended hardware and software upgrades at a cost of 517~,6S4, which
we «'erc unable to acquire.

This project im'olves the replacement of the existing hazdware and software and as such, no
integration of ofd to new equipment twill occur.
The new computer equipment will be shipped to Intergraph Headquarters in Huntsville, Alabama
for staging, loading, and 2sting of the software. The equipment will then be shipped to Hilo,
Hawaii nfiere it will again be staged and to;led by Intergraph on site.
Present on-line computer equipment will be removed and all ne« equipment will be installed.

The \eighborhood Watch Program ha; been our crime prel en[ion centerpiece. Other programs
such as Home and Business Security Checks, Community Traffic Awareness Programs,
\'eighborhood znd Park Beautification Project, Seniors Agzinst Crime Programs, Crime
Prevention Education Workshops, and Crime .-~nareness presentations in our schools have also
been undettaken.
Problem Sohing Initiatives have recently come ro the forefront of our Community Policing
activities. This effort requires the use of technology to yield the available information that can
be used by our community policing officers. .-~cti~'ities such a; crime analysis and crime
mapping are jwt some of the future programs%projects that zre under consideration [o be
undertaken by Community Policing Ofncers as they work within our communities.
The upgrade of our present E-91 I Dispatching System will provide the Police Depamnent to use
r,elcer technology in storing and retrieving more accurate information, especially in the area of
ruaoping, to supplement community policing efforts.

This request is for [hz hardwarz and sofr~~arz upgradz and implementation of Hawaii County's
esis[ing Intergraph Computer :yided Dispatch System (C.-\D).
The Hawaii County Police Dzpar[mznt has been dzsignatzd as [hz Public Safety Answering
Point, or PS.-~P, for all calls requesting emergency szrvices through the Enhanced 911 System
(E"911). .-~ppro~ima[el} Sd% of thz E-91 I calls receiczd for sen icz require a police response,
with the remaining 1~% of the calls requesting hre or emergency medical services from the
Hawaii County Fire Department.
The Communication Centers of the Police and Fire Departments currently utilize an application
[hat interfaces with Verizon Hawaii's 9l l system to manage all requests for service. There are
ten workstation computers, seven uZthin the Police Department and three within the Fire
Deaa.~n:ent and is either Pentiurl 7~ ~4Hz or Pentium l00 ;~[Hz configuration. There are also
three servers that are housed lvithin the Police headquarters that are Pentium 133 MHz

The process of installing all of the componen[; of [he C_aD sow o: are requires the sen ices o[ the
IPS Cus[omer Engineer, along with IPS notes from original implementation as custom changes
were provided for our screens and the tunctionality' o[ C_-~D. The Hawaii County Police
Department and the Hawaii County Fire Department maintzin separa[e dispatch operations;
hoaecer, both dispatch centers communicate using [he Intergraph CAD, which also interfaces
~~ith the Fire Department's Records Ntanagement System.
The plan is to have the new hardware shipped directly' to IPS in Huntsville, Alabama, where the
sofrnare and conTiguration for the CAD will be installed and tes[ed prior to shipment to Hawaii
County. When the hardware is received by Hawaii County, it wi(I virtually amve as a "tutnkev"
system once the existing database files are converted to the 7.6 format.
Intergraph Public Safety originaf(y developed and designed the proprietary software that is
presently in use in our E-9l l dispatching and has assisted in managing the system. Support
sen'ice is accessible during the day via IPS "800" number, and at night via their °800" number
and pager to the System Administrator.
market survey was not conducted due to IP5 being the developer and designer of the software
in use, along with their kmowledge of our systent.
The present price estimations received trom IPS for the hardware, software, training, and
nra.•tagement of this upgrade is ~afid through :~[ay l~, 3003. this project is not started prior to
this dale, prices may increase and the project will be set back further. As for another contractor,
it is difticul[ to estimate a[ this point the time they will need to reach the same required level of
conrpetcr.ce as IPS, and that too ill take time.

operating principles found at 3S C.F.R. Par 23 .-yn "interjurisdictional criminal intelligence
system' is generally denned as a system which receives, stores, anal}'zes, and exchanges or
disseminates data regarding ongoing criminal activities (such activities may include, but are not
limited to, loan sharking, drug or stolen property trafficking, gambling, extortion, smuggling,
bribery, and public corruption) and shares this data with other lacy enforcement jurisdictions. 2S
