Crawford Deputy Director T~ 01•M'~ County of Hawaii Finance Department 25 Aupum Street, Room 118 • Hilo, Hawaff 96720 (808)961-8234 • Fax (808)967-R248 December 4, 2002 , Honorable James Ara kaki, Chairperson and Members of the County Council Hawaii County Council 25 Aupuni Street _ Hilo, Hawaii 96720 Re: Operating Budget Enclosed is a bill for an ordinance amending the Operating Budget by increasing the General Fund's Fund Balance of the Previous Year account by $163,000 and appropriating it into the Clerical Services Center Salary & Wages account, the Real Property Tax OCE account, the Collective Bargaining Expense account, the Health and Safety OCE account, the Police Administration OCE account, and the Mass Transit's Mo'oheau Bus Terminal account. The Fund Balance will be distributed to the following accounts: • $15,000 Clerical Svc Center S&W -Funds are requested to fill a presently unfunded position in the Clerical Service Center. This Clerk III position (#2359) was defunded as part of the recent budget cuts. However, due to increased workload because of the recent reactivation of the Family Violence Advisory Committee, the Pedestrian and Bicycle Safety Committee, and the proposed continuation of Cost of Government Commission, this position is necessary to provide support services and perform other office duties. The Corporation Counsel's office has been supporting the Cost of Government Commission, but because of staffing vacancies, they are unable to continue this assistance. (Contact Person: Dixie Kaetsu) • $80,000 Real Property Tax OCE -The Real Property Tax Division has incurred unanticipated maintenance costs for its new assessment, billing and collections software. To:. r C Ref, Date DEC 0 5 2002 • $10,000 Collective Bargaining Expense -Funding needed to supplement the costs of interest arbitration for bargaining unit 11 (Firefighters) and unit 12 (Police Officers). The Public Employers have negotiated to impasse with bargaining unit 11 over the terms of a renewed collective bargaining agreement, to be effective July 1, 2003 to June 30, 2005. The Public Employers are currently in negotiations with bargaining unit 12 and arbitration is possible. (Contact Person: Ron Takahashi) • $10,000 Health and Safety OCE -Funding is needed to contract a trainer to provide 30-hour outreach safety training programs for County employees, which includes a mandatory safety and health training curriculum. These training programs will serve to minimize the number of occupational safety and health citations and fines related to non-compliance with training standards. (Contact Person: Charmaine Kamaka) • $23,000 Police Admin Div OCE -Due to the dilapidation of the Driver License Section's Office in Kona, funds are to be used towards the rental of a new office site at the Kona Center, 75-5722 Hanama Place, Kailua-Kona. (Contact Person: William Takaba) • $25,000 Mo'oheau Bus Terminal -Funding to be used towards a management contract with the Hilo Downtown Improvement Association (DIA) to operate an Information Center at the Mo'oheau Bus Terminal. The Center will provide transportation and business information for residents and visitors to downtown Hilo and the DIA will work to create a new Police substation at the terminal.
