TESTIMONY TO THE HAWAII COIJNTY C017NC1L ON BILL N0.278 (DRAFT 2) -
RELATTNG TO PARItING FOR DISABLED PERSONS
The Disability and Communication Access Board (DCAB) submits this testimony on Bill No. 278
(Draft 2) -Relating to Parking for Disabled Persons, The DCAB fully supports the intent and
purpose of this bill which is to amend Chapter 24, Article 8, Division 6, of the Hawau County Code
by conforming its provisions to reflect changes in Chapter 291. Part III, Hawaii Revised Statutes;
and Chapter 11-219, Hawari Administrative Rules. The proposed amendments will remove existing
contradictions between the Hawaii County Code and the Hawaii Revised Statutes and Hawaii
Administrative Rules provisions on parking for persons with disabilities.
The proposed bill will give the County authority to charge a $10 fee for temporary and replacement
placards. This is significant because the fees are a form of compensation w the County for issuing
parking placards on behalf of the State to qualified persons wtth disabilities, as set forth in the
Memorandum of Agreement between the State Deparnnent of Health-OCAS and the County o!
Hawaii. Without the amendments, the County cannot receive compensation for its effort.
