SUBJECT: BILL NO. 280, DRAFT 3 -SIGN CODE
My comments are as follows:
1) Section 3-3. Definitions of "sign" and types of signs sub paragraph 1,
"B. Is placed out doors " In this case we are talking about a sign
placed on the interior or exterior of a glass. What about a banner or a
sign, maybe 6" away or maybe a couple of feet away from the window?
2) Section 3-3. Definitions of "sign" and types of signs, sub paragraph 1,
"C. Is visible from any street." What is the meaning "visible from any
street?" A office located next to a street has lots of plate glass windows,
on one of the interior walls there is a sign that is visible from the street,
does this apply? Why or why not.
3) Section 3-3. Definitions of "sign" and types of signs paragraph 6, "Roof
sign..." Where are roof signs allowed to be used? The original sign
ordinance allowed roof signs in Commercial and Industrial Districts.
4) Section 3-3. Definitions of "sign" and types of signs paragraph 8, "Wall
sign." The first sentence after the word "building wall,"has the word
"structure", after it. What is the definition of structure? In the past it has
been used to include a retaining wall or a rock wall. In both cases the
slope of the wall is greater than 60 degrees. In the past the argument was
that because it is in the front of the property, and it is a structure a wall
sign could be used instead of limiting it to a ground sign. The ground size

has a max limit of 16/24 s.f., when a wall sign has a max of 15% of area of
wall or 150 s. f..
5) Section 3-15. Building Permits. Is this a new added section? This could
be a potential problem if a sign permit is required for a person applying for
a building permit where a sign is to be installed. This could delay the
building permit process. It should not be part of the building permit
process. It should be left as it was in the past. They can obtain a sign
permit any time after a building permit is approved.
6) In the sign code, the various types of sign and size is based on zoning.
Because it is based on zoning, the sign permit should be part of the
Planning Dept. The building department involvement should be limited to
checking and approving, Division 8, Construction Specifications of the
sign code.
7) If building is required to take care of sign permit, and then we need to
have two additional staff to take care of sign permit application and
enforcement on both sides of the island. Presently, the building inspector
is required to do the enforcement; however, with the heavy workload they
are not able to meet the demands.
