In addition to their tutoring duties, most RSVP volmtteer tutors also participated in the Kiwanis Club/RSVP island
wide school supplies collection project during the months of July & August 2001. This project provided about
3,500 economically disadvantaged elementary school children with basic school supplies.

SUBJECT: Evaluation Committee Report for 2001-2002
The evaluation of the Retired & Senior Volunteer Program of Hawaii County for the current fiscal year
of July 1, 2001 through June 30, 2002, was conducted through Volunteer Feedback Questionnaires,
Volunteer Station Supervisor's Questionnaires and also through site evaluations by members of the
RSVP Advisory Council.
The volunteer station supervisors and the Hawaii County RSVP staff have done an excellent job in
providing volunteers with assignments that provide the volunteers a meaningful volunteer experience
while impacting positively the programs in which they serve. In this evaluation it is indicated that
volunteers are very pleased with theirjobs and are well appreciated by their supervisors and co-workers.
1. PROJECT MANAGEMENT: As of December 31, 2001
A. Program Goals and Objectives
The year end goal of 130,000 volunteer hours set for the project year 2001-2002 is definitely
attainable with 75,850 hours accumulated which is 58% of the goal. The number of volunteers
1,322 stands at 132% of the year end goal of 1,000. The number of active volunteer stations
participating is 181 which exceeds the goal of 170.

B. Cost Effectiveness
The total amount expended was $113,439 of which $21,471 was in Federal funds. The
cumulative cost per hour of volunteer service was $0.28.
C. Administrative Facilities and Staff
The Hilo and Kona offices remain the same. Staffing remains the same:
Project Director, 2 Community Service Program Assistants (1 East, 1 West), Van Driver,
Account Clerk. All positions are Civil Service, permanent, full time.
D. Advisory Council Review
The Advisory Council remains a very active and significant part of the RSVP of Hawaii
County. They remain focused on providing opportunities for seniors within the program.
They continue to monitor the project to ensure the quality of the volunteer experience for both the
volunteer and the volunteer station. They are also very active in fundraising. The East and West
Hawaii Advisory Councils meet on a monthly basis and are well informed of what is occurring within
the project. They hold joint quarterly meetings.
The RSVP Advisory Council did five volunteer station evaluation visits in Laupahoehoe,
Kalanianaole & Konawaena elementary schools, Kailua-Kona Nutrition Program and Kona Police
Station. Station supervisors all had positive comments about the volunteers. Advisory Council
members were more than satisfied with the volunteer stations visited.

A positive picture of the Hawaii County RSVP program is indicated through the
volunteer evaluations. The program is accomplishing its goals and objectives and is
creating awin-win situation for the volunteer, the volunteer stations, and the communities
in which they serve.
Throughout life, volunteers always touch the hearts of the people they work with.
They are essential in the communities they serve by helping to maintain and increase the level
of services agencies can provide. The community values volunteerism and realizes it can
be the vehicle through difficult social and economic times.
III. VOLUNTEER PERFORMANCE
100% of the stations rated the volunteers' service as of either significant value or
valuable in meeting the community/client needs that the agency addresses. 100% of volunteer
supervisors also rated the RSVP volunteers as good or excellent in their work performance.
98% of supervisors felt that most or all of the volunteers' skills and talents were being used
effectively. Morale was also extremely high among the volunteers with 100% rated as good or
excellent.

Volunteer stations agree that volunteer help is essential in maintaining the level of
service they are providing to the public. The service the volunteers are providing is excellent
in quality and quantity. Comments from volunteer stations include.
• Mrs. H has been very helpful in tutoring & working one on one with my students.
• Continue to maintain the community garden providing fresh produce to the
local seniors
• Made many friends for the blood bank which results in continued giving.
• Mr. Y provides respite care to our caregivers and shares his wisdom and
kind heart to our many families in need.
• Most of our volunteers are instructors. Without their skills and time given our
seniors will not be able to learn an art/craft as they do now.
• The volunteers have made it possible for children to practice their reading skills
and complete their homework.
• In police administration alphabetized and segregated 4 years worth of personnel
forms by employee for easier filing.
• Volunteer has enabled art lessons for local children.
• Enabled the Kiwanis Club of East Hawaii to collect and distribute basic school
supplies to about 3,500 needy students.
• Our volunteer has helped two students to become readers.
IV. RECOGNITION
In 2001-2002 three luncheon recognition events are being held: West Hawaii - 2/15/02;
Puna/Hamakua/North Hilo/Rural South Hilo - 3/22/02; Hilo - 4/26/02. By continuing to hold
these recognition events somewhat closer to the volunteers home area, attendance is
expected to remain good.
