Re: Resolution 12-03 -Resolution Authorizing the Abandonment and
Exchange of Road Remnants 1. 2 and 3 For Lots 9-A-2. 9-B-2
and 10-A-2. Ahualoa Homesteads. District of Hamakua
Due to a previous engagement, I will not be able to attend the December 17, 2002 meeting of
the Committee on Public Works & Intergovernmental Relations. Resolution 12-03 involves the transfer
of real properties along Kahana Drive between the County of Hawaii, John/Josephine Andrade, and
William/Frances Andrade.
If you will refer to the map attached to the resolution, the County right-of-way alignment follows
the curved portions, which are highlighted in yellow. As you will see, it consists of two humps in the
roadway. The paved roadway follows the portions highlighted in pink, which is a direct path rather than
the more circuitous route of the mapped homestead alignment. Former councilman Dominic Yagong
worked very hard with the Andrades, who are adjacent landowners, to come to an agreement whereby
the County of Hawaii will acquire Lots 9-A-2 and 9-B-2 from William and Frances Andrade, and 10-A-2
from John and Josephine Andrade. In exchange, the County of Hawaii will transfer Road Remnants
9-A-3, 9-B-3, and 10-A-3 to William and Frances Andrade. The parties are in agreement on this
exchange and we are seeking authorization from the Council to both accept the new roadway parcels
from John and Josephine Andrade, as well as William and Frances Andrade, and abandon Road
Remnants 1, 2, and 3 to William and Frances Andrade.
We ask for the committee's consideration and passage of this resolution, which will clarify the
roadway issue for the Kahana Drive area, as well as provide the County with the proper rights-of-way
for the alignment of Kahana Drive as it currently exists. Should there be any questions, I will be happy
answer them at the full Council meeting.
